Release should include a changelog as part of the release tag

A release should include the changelog as part of the release tag, so it shows up changes on gitlab rather than having to dig though the scm to get at the change log.

Not every project using the parent pom will have a changelog, so it should be optional (feature flag or not a failure if the change log is missing).
